1) Three things to know right now (September)

1) National bill support (usage in July–September).
This summer’s government credit depends on the usage month, not the invoice label: July & September usage = 2.0 JPY/kWh; August usage = 2.4 JPY/kWh (low-voltage). Because meter read dates vary, your bill’s month label can look “off”—always match the credit to the usage period.

2) Time-of-use “summer season” runs through 9/30.
For Kansai Electric’s time-of-use menus, summer = 7/1–9/30. On some plans the weekday 13:00–16:00 peak is much pricier than nights (e.g., “Seasonal TOU PS” peak 51.96 JPY/kWh vs. night 15.37 JPY/kWh). Peak avoidance is still valuable until 9/30.

3) DR (demand response) events continue into October in some areas.
TEPCO’s “Eco & Energy-Saving Challenge” runs July 1 – October 12 (planned), with emails the day before an event. Rewards scale with your measured reduction.




2) Read your bill like an opportunity map

Your monthly bill is essentially:

Energy charge (kWh × plan rate: tiered, time-of-use, etc.)

Renewable surcharge: 3.98 JPY/kWh for FY2025

Fuel cost adjustment: varies by month (and shown after government support where applicable)


Typical household plans (Kansai Electric examples)

Juryō Dentō A (tiered):
Minimum (first 15 kWh): 522.58 JPY
15–120 kWh: 20.21 JPY/kWh
120–300 kWh: 25.61 JPY/kWh
300+ kWh: 28.59 JPY/kWh

Hapi-e Time R (TOU, all-electric homes):
Night (23:00–07:00) 15.37 JPY/kWh; Living (day/evening) 22.80 JPY/kWh (seasonal details apply).

Seasonal TOU PS (reference for price gaps):
Summer weekday 13:00–16:00 = 51.96 JPY/kWh; night = 15.37 JPY/kWh.


> Mindshift: it’s not just how much you use; it’s when.
Combine DR rewards + time-shifting to cheaper hours + self-generation and you convert cost pressure into income and payback.






3) Households: DR (demand response) = paid savings

How it works: the grid operator/retailer announces an event → you reduce usage below your usual baseline during a specific window → you get points or cash-equivalent rewards.

Example: TEPCO’s program (July 1–Oct 12, planned) emails you before each event; reward points vary by day and scale with your reduction.

Local schemes: Some municipal/retailer campaigns offer simple per-day rewards (e.g., around 200 JPY per successful event day in certain programs). Check your provider’s terms.


How I do it without overexertion (health-friendly):

Use timers so big appliances don’t start at once.

Keep A/C but +1°C and add a fan—never risk heat illness.

Pause EV/house battery charging during the event window.

Even small, low-stress reductions add up across a summer.





4) Households: Solar (+ optional battery) to replace grid purchases

Cost & output ballpark

Installed cost (new builds average): about 28.6万円 per kW (5 kW ≈ 1.43 million JPY; retrofits vary).

Annual generation: roughly 1,000 kWh per kW under typical conditions (orientation/tilt matter).


Why “self-consumption” is the main prize

Run power-hungry chores during sunny hours—laundry/dryer, dishwasher, heat-pump water heater, cooking—so you use your own power instead of buying at daytime rates.

Batteries can arbitrage time (e.g., charge at night 15.37 JPY/kWh, discharge in daytime 22.80 JPY/kWh), but home batteries often cost 1–3 million JPY. The core value is still raising solar self-consumption; time-shifting is a bonus.

Pairing with DR & incentives

Some local programs add extra subsidies or pilot rewards if your home battery/charger participates in automated DR. Device control + DR = more ways to monetize flexibility.




5) Shops & factories: kill 1 kW of peak demand, cut fixed fees

On high-voltage tariffs, your basic (fixed) charge is tied to your maximum demand (kW).
For example, a representative Kansai Electric high-voltage menu charges about 1,911.80 JPY per kW per month (plan-specific).
Reduce 1 kW all year → roughly 22,942 JPY per year off the fixed charge—before any energy-rate savings.

Floor tactics that work:

Pre-cool before 13:00, then maintain airflow during the 13:00–16:00 peak.

Shift machine start-ups out of that window; avoid simultaneous starts.

Use BEMS alerts tied to a simple playbook staff can follow on DR or extreme-heat days.





6) Worked examples (numbers you can adapt)

Setup: Household in Kansai area, 400 kWh / month

Plan: Juryō Dentō A

Rates (tax incl.): minimum 522.58 JPY, tiered 20.21 / 25.61 / 28.59 JPY/kWh

Renewable surcharge: 3.98 JPY/kWh (FY2025)

Fuel adjustment: varies by month (your bill shows it after support)

National support: Aug usage = 2.4 JPY/kWh; July & Sept usage = 2.0 JPY/kWh (low-voltage)


A) August usage (2.4 JPY/kWh support) — rough math

1. Energy charge



15–120 kWh: 105 × 20.21 = 2,122.05 JPY

120–300 kWh: 180 × 25.61 = 4,609.80 JPY

300–400 kWh: 100 × 28.59 = 2,859.00 JPY
Subtotal energy = 9,590.85 JPY


2. Minimum = 522.58 JPY


3. Renewable surcharge = 3.98 × 400 = 1,592.00 JPY
Subtotal = 11,705.43 JPY


4. Gov’t support = 2.4 × 400 = 960 JPY
≈ 10,745.43 JPY (fuel adjustment & discounts will move this up/down)



B) September usage (2.0 JPY/kWh support) — rough math

11,705.43 − (2.0 × 400) = 10,905.43 JPY (plus/minus fuel adjustment, etc.)

> The point isn’t perfection—know the formula so you can predict where today’s actions (time-shifts, DR, solar) will show up on next month’s bill.



Time-of-use “arbitrage”

On Seasonal TOU PS, move 150 kWh from summer weekday peak 51.96 to night 15.37:
(51.96 − 15.37) × 150 = 5,488.5 JPY per month (effective July–September).

DR “earnings” (illustrative)

A simple program paying ~200 JPY per successful event day, 8 events in a summer → ~1,600 JPY on top of your lower usage. With a retailer DR and a local scheme, you can often “double-dip” (rules vary).

Solar 5 kW, 60% self-consumption

Annual generation ≈ 5,000 kWh → 3,000 kWh used on site

If your effective grid price averages around ~29 JPY/kWh, that’s ~87,000–90,000 JPY/year avoided purchases

Installed at ~28.6万円 × 5 = ~1.43M JPY, simple payback ~11–13 years (subsidies/sales/inflation can shorten it)





7) September operations: end-of-summer peak × typhoon season

A. Summer peak until 9/30

Treat weekday 13:00–16:00 as a no-go window for simultaneous big loads.

On Hapi-e Time R, push flexible loads into Night (23:00–07:00) at 15.37 JPY/kWh.


B. DR through ~10/12 (area-dependent)

Check day-ahead emails plus the morning “power forecast.” Share the day’s plan with family/staff.


C. Typhoon-season resilience

September has Japan’s highest typhoon-landfall risk.

Night-before routine: charge power banks, freeze ice packs, test flashlights.

If you have PV + battery, keep state-of-charge higher heading into a storm. Check fasteners/objects that could become debris.





8) Fast fixes for common misunderstandings (mini-FAQ)

“Invoice month” = “usage month,” right?
Not necessarily. Credits are tied to usage, so apply 2.0/2.4 JPY per kWh to the actual usage month, even if the billing label looks shifted by your meter-read schedule.

Is DR just a ‘sweat contest’ without A/C?
No. Rewards are linear with reduction. You can keep A/C and still win by staggering appliances, using timers, and pausing EV/battery charging during the event.

Can solar still pay back today?
Often yes—if you maximize self-consumption and know your installed cost per kW. A rough rule of ~1,000 kWh per kW per year helps you size expectations.

Where should a small business start?
With the maximum demand (kW). A sustained 1 kW cut typically removes ~22,942 JPY per year from the basic charge on representative high-voltage menus—before any energy-rate savings.




9) My perspective: design beats effort

I can’t rely on “try harder every day.” What works is system design:

DR emails → IFTTT-style trigger → smart plugs switch off non-essentials.

A simple paper “no-peak window” schedule on the fridge/noticeboard.

“Sunny-hour chores” to raise solar self-use—and the grace to skip on tough days.


This way, the home survives on routine, not willpower. That’s the most inclusive version of “saving power” I know.




10) Checklists you can use today

Home

Morning: glance at the power forecast; if tight, move daytime chores.

DR day: A/C +1°C with a fan, pause EV/battery charging, no simultaneous big loads.

Billing: match usage month ↔ support rate (Aug = 2.4, July/Sep = 2.0 JPY/kWh).

Solar: push laundry/dishwasher/water-heating/cooking to midday—September still has decent sun.

Storm-ready: charged power banks, frozen ice packs, working lights, secure outdoor gear.


Shops & factories

Run-sheet: strictly avoid simultaneous starts 13:00–16:00 (through 9/30); prepare “autumn mode” from 10/1.

BEMS × DR: link alerts to a one-page action script (lighting, HVAC, kitchen/process, charging).

Fixed-fee attack: a sustained 1 kW reduction ≈ 22,942 JPY/year off the basic charge (representative plan).
